It's by P. Sambamoorthy, who back in 1954, it seems, was head of the department of Indian music at the university of Madras. Once again, the scale follows the general sruti principles; it contains Sa-magra, and takes for srutis for 9/8, 3 for 10/9, and 2 for 16/15.
